The U.S. government enacted the Universal Service Fund (USF) to help ensure first-class, affordable telecommunications service for all consumers across the country, especially residents in high-cost rural communities and low-income customers. Additionally, the Federal Universal Service Fund (FUSF) provides for discounted telecommunications services for schools, libraries and rural health care facilities.

As stated under the FCC Universal Support Mechanisms, all telecommunications providers are required to pay into the FUSF, and each company can make a business decision about whether and how to assess charges to recover its Universal Service costs. In RingCentral's case, charges to support this fund appears as a percentage on your invoice. RingCentral supports this effort with strict compliance. It cannot and does not collect an amount that exceeds its contribution to the Universal Service Fund.
